wmv variable bit rate??

i am using sony vegas and how to render my video with a fixed bit rate( NOT variable bit rate i mean) I used variable bit rate and the bit rate is 5000+ bps OMG!!! it makes my video larger than 100mb >_< how i control the bit rate in sony vegas!!!???
now it is about divx 6.2.2(if im no wrong) codec. i use this codec to render my video and the size is big(78mb as i mentioned before). what setting should i use for this codec for smaller size and good quality??
